Mr. Hageman, a former candidate for Milwaukee alderman, was interpreting "counsel" in a provision of the Wisconsin constitution — In all criminal prosecutions the accused shall enjoy the right to be heard by himself and counsel — to mean persons not limited only to attorneys licensed by the State. The Wisconsin Supreme Court is addressing petitions defining the unauthorized practice of law.
